Most tier meeting content explains the concept. This is the tool. A structure for Tier 1, 2, and 3 meetings where what happens in one actually determines what the next one can see. We call that Tier Meeting Governance. If Tier 1 breaks down, Tier 3 never gets the real signal, no matter how good the meeting looks on paper.
What this tool measures
Most tier meeting audits check if the meetings happen. This checks whether they connect. Tier 1 gates what Tier 2 can see. Tier 2 gates what Tier 3 can see. A near-perfect Tier 3 meeting means nothing if Tier 1 is broken, because the signal never made it that far.
That's why this uses a multiplicative chain, not an average. A weak link anywhere in the chain drags the whole score down, the same way it drags down what leadership actually sees on the floor.
