Norman’s Gap Framework
This tool measures the structural distance between the external pressure bearing down on your plant and your organization’s internal capacity to regulate and respond. That distance is the Gap.
What is the Gap?

Every plant operates under external pressure: customer demand shifts, regulatory changes, supply chain volatility, competitive disruption. At the same time, every plant has an internal regulation capacity -- its ability to sense, decide, and act in response to those pressures.

When internal regulation keeps pace with external pressure, the plant is stable and change-ready. When pressure outpaces capacity, a Gap opens. The wider the Gap, the higher the risk that change initiatives stall, quality erodes, or the system fails under load.
