MOSei -- MOS Assessment Tool
Built on The Norman System. Designed for plant managers, operations leaders, and CI leads who want to know where their Management Operating System actually stands -- not where they think it stands.
WHY
Most organizations believe their MOS is more mature than it is. Elements exist on paper but are not owned, not practiced, and not changing behavior. This tool surfaces that gap before pressure does.
Purpose
Score 12 MOS elements across four pillars. Receive a maturity level, a pillar breakdown, and a prioritized action plan that tells you exactly where to focus first.
Inputs
Your honest assessment of each element. Score what is actually happening on the floor -- not what is intended, documented, or planned. This tool produces accurate results only when scored accurately.
Outputs
A maturity level (Dark through Compounding), pillar scores across Governance, Execution, Performance, and Health, your weakest element, three priority recommendations, and a bundle recommendation.
Cadence
Run quarterly. MOS maturity is not static -- it degrades under pressure, leadership change, and organizational disruption. A quarterly score tracks whether you are advancing or regressing.
Escalation Path
Results below Level 3 (Compliant) indicate structural risk. Share the pillar breakdown with your leadership team and treat the weakest element as a priority action item in your next tiered meeting.

Three Things Most Likely to Fail in Year One
1
Scoring what you wish were true. The most common failure is rating elements by intent rather than reality. Score what is happening today, not what is planned or occasionally practiced.
2
Running the assessment once and moving on. A single score is a snapshot. Maturity only becomes visible as a trend. Commit to quarterly scoring before you run it the first time.
3
Treating low scores as a problem rather than a diagnosis. A low score is not a failure -- it is information. The value of this tool is in knowing where the pressure is leaking before it compounds into a crisis.
Four questions per element
1
Does it exist? -- Is this element formally in place at your site?
2
Is there a named owner? -- Is a single person accountable for this element?
3
How well is it used? -- Is it actively practiced, or just documented?
4
Does it change behavior? -- Does this element visibly affect how people work and decide?
Score each question 1 to 5
1 = Not at all · 2 = Barely · 3 = Partially · 4 = Mostly · 5 = Fully
